So my suggestion is to add "Previously known as" feature when user changed their username at least once

and 2nd one is making other way of changing username than thru tickets for ex.
you could change your username in settings when you meet criteria:

- Last username change was at least one week ago or never
- New username is not taken
- User is not silenced
- User is not restricted/banned

So you mean that all usernames should be visible through the Userpage?

erm. if you hover cursor over userpage's username it will show all previous usernames

No it will only show the first previous username
