Add spotlights, where a custom pack maps is collected, on which players compete for ranked score, as before on peppy server

Spotlights will be part of the monthly charts I have planned. As for that to happen I will need to implement a "beatmap pack"-like system. Will add that to my to-do list, thanks! :D
